Rights to Opt-Out of State Assessments


Description Of Rights

House Bill 2655 permits parents and adult students to annually opt-out of Oregon’s statewide summative assesssments in English Language Arts (ELA) and Mathematics by submitting this form to the School District the student attends.  The school shall provide any student who is exempted from a state assessment with supervised study time while other students are testing.

Under Oregon Administrative Rule 581-022-1910, parents may request that their student be exempted from taking the OSAS Online Science and/or English Language Proficiency Summative Assessment (ELPA) to accommodate a student's disablities or religious beliefs.  Click here for more information.

Note that the Smarter Balanced Assessments (ELA and Math) are only administered to students in grades 3-8 and 11. The OSAS Science Assessment is only administered to students in grades 5, 8 and 11.) Only students who are active English Learners (EL) and are currently receiving EL services qualify to take the ELPA Summative Assessment.
